It is unknown if the brake functions any better (or with any less hand effort) than does the cable operated front brake.
I extracted this information from Kevin McMillen and Bruce Giller on the old Yahoo! Loopframe_Guzzi news group (which has now moved to Groups.io). In Bruce's own words:
A hydraulic front brake! He has reversed the lever so that when the hydraulic unit pushes on the lever (instead of pulling with a cable), the shoes will contact the drum. Kinda of ingenious.
A hydraulic wheel cylinder operates the front front drum brake on a Moto Guzzi.
